System for Strategic Planning

Current trends in GIS technology enable its widespread use in various sectors of society, especially at the national, regional and local level. The fact that countries, regions or local communities can use such a system to make important decisions, and that they should be timely, is far more important than whether the data are from Autodesk, ESRI, Microsoft or Oracle. Construction services for online exchange and reception of data and defining rights of data access according to users' rights are the scope of this work. Construction is long-term process, and move the system from any level (state, regional or local community) is always better than waiting until everything is defined at the state level. The INSPIRE Directive is a framework in which we should all fit. The fact that all data sets are not defined in RC is not a computer problem because the basics of the INSPIRE directive can be already set up in the initial system. Current IT technology does not have a problem with modifying existing data sets at any time with definitions that will be done in the future at the national level. The correctness of the decision is confirmed in practice (Brodsko-Posavska County, Vukovarsko-Srijemska County), so the first steps in the strategic management of the state, regional and local governments are available to citizens.
