Multi-view SDI Assessment of Kosovo (2007-2010) – Developing a Solid Base to Support SDI Strategy Development

This paper presents the Multi-view assessment of the SDI status in the Republic of Kosovo performed in 2007 and 2010. The main objective of this research was to assess the SDI of Kosovo and to define driving forces needed to support SDI strategy development. A literature study and survey within the SDI stakeholders in Kosovo were the leading principles in this research.

The main focus is the assessment of Kosovo SDI and definition of driving forces to improve it. The research assesses the status of SDI implementation of Kosovo using the SDI Readiness Index (Delgado et al., 2005); INSPIRE State of Play (Vandenbroucke et al., 2008) and Maturity Matrix as assessment (Kok en Van Loenen, 2005). Each approach treats the assessment of SDIs from a different point of view and context and with a different purpose in mind. The SDI Readiness Survey was conducted on SDI stakeholders in Kosovo in 2007 and 2010. The INSPIRE State of Play is assessed for 5 countries: Estonia, Lithuania, Latvia, Slovenia and Luxembourg and an attempt to define the State of Play for SDI of Kosovo was also a part of the assessment. The last assessment was defining the Maturity Matrix for SDIs of Slovenia and Kosovo.

The analysis shows the SDI of Kosovo has a small advantage of having a national policy backing its implementation. Another positive aspect is the policy for establishing a coordinating body. However, the lack of clear a SDI vision or direction and funding are major hurdles in the implementation of the SDI, making it lag behind most of countries in this research. Additionally, the paper concludes that all necessary initial analyses are performed and they form a good starting point and input for the development of the strategy for the Kosovo SDI.

This research led to six driving forces selected to support the development strategy of SDI at national level in Kosovo. Each of the six defined driving forces is aiming on a particular aspect of Organisational Aspects of the Maturity Matrix.
